Unincorporated
No city limit, so ZIP codes do the work of a boundary
Fallbrook and Bonsall have no city government and no city limit. Neither appears in the California Department of Finance's E-1 city estimates; their residents are part of the 508,222 people E-1 counted in unincorporated San Diego County on January 1, 2026 (provisional). A place-name search can undercount. The USPS delivery count runs ahead of the Census household count in each ZIP code: 19,358 residential deliveries against 16,836 households in 92028, and 2,030 against 1,704 in 92003. The Census figure is a survey estimate of occupied households in the Census version of each ZIP code; the USPS figure is the residential deliveries on each carrier route, and an EDDM print run has to cover that one.
Business deliveries hardly change the order. The routes hold 997 of them, 879 in 92028 and 118 in 92003, so switching businesses on or off moves a whole-area order by 997 pieces. For an offer written for businesses, these routes reach few; a business list from a licensed data provider, which Plavidian can supply through mailing lists, reaches them without the homes around them.
A complete 92028 drop, 19,358 residential pieces, is far past what EDDM Retail accepts, 5,000 pieces in one ZIP Code on one day, while all of Bonsall fits under it.
