How does USPS sort mail for the Inland Empire?

By ZIP code prefix at sectional center facilities (SCFs), not by county, and for 925 ZIP codes by the shape of the piece as well. Letters to 925 ZIP codes (Riverside, Moreno Valley, Temecula, Murrieta, Menifee, Hemet) sort to SCF MORENO VALLEY CA 925, while flats to those same addresses sort to SCF SN BERNARDINO CA 923, which also takes letters and flats for ZIP codes starting 922, 923 and 924.

Two corners sort with mail from neighboring counties: the West End's 917 ZIP codes (Ontario, Rancho Cucamonga, Chino, Chino Hills, Upland, Montclair) and Jurupa Valley's 91752 go to SCF INDUSTRY CA 917, and the 928 ZIP codes of Corona, Norco and Eastvale go to SCF ANAHEIM CA 928. A 6x9 or 6x11 postcard is letter-size (no more than 6-1/8 by 11-1/2 inches), so it sorts to SCF MORENO VALLEY CA 925; an 8.5x11 or 9x12 flat, like every EDDM piece Plavidian mails, sorts to SCF SN BERNARDINO CA 923. The 917 and 928 rows cross county lines, grouping the West End with the San Gabriel and Pomona valleys of Los Angeles County and Corona, Norco and Eastvale with north Orange County. What sets the Inland Empire apart for a mailer

Riverside County's 70 ZIP code areas hold 763,794 households and San Bernardino County's 83 hold 664,454. Compared with San Diego County's 1,174,346, they own more, have more children at home and earn less at the top, which changes who a mailing should reach.

More owners: 69% of Riverside County households and 61% of San Bernardino County households own their home, against 54.5% in San Diego County. Renters are still 31% of Riverside County households and 39% of San Bernardino County's, so an owner-only offer such as roofing, solar or remodeling loses fewer EDDM pieces to renters here than in San Diego County (45.5%), and an addressed list with an owner select leaves out households listed as renters.
More families, and older householders in Riverside County: 38% of Riverside County households and 40% of San Bernardino County households include children, against 31% in San Diego and Los Angeles counties, and the share is 52% in 92880, Corona's highest. Riverside County also has more householders 65 or older (27%) than San Diego County (24%), which matters for Medicare-season and senior living mail.
A smaller top income band: 25% of Riverside County households and 21% of San Bernardino County households have income of $150,000 or more, against 32% in San Diego County. Median household income also swings within one city, from $72,367 in Riverside's 92507 to $144,485 in 92508, so a premium offer belongs on an addressed list with an income select rather than at every door on a route.
Fewer businesses per resident: BLS counted 85,076 private establishments in Riverside County and 75,581 in San Bernardino County in 2024, or 33.9 and 34.1 per 1,000 residents, against 39.2 in San Diego County and 46.5 in Orange County. Consumer and household campaigns fit the two counties better than business-to-business mail.
Many residents outside city limits: Riverside County has 419,703 residents (16.7%) outside any incorporated city, a larger share than San Diego County's 15.2%, and San Bernardino County has 299,046 (13.5%), by the Department of Finance count. Reach them by ZIP code, radius, carrier route or a drawn shape, because the Mailing List Builder counts a city only inside its boundary.
Growing, with arrivals from Los Angeles County: On January 1, 2026, Riverside County had 2,506,824 people (up 0.4%) and San Bernardino County 2,216,685 (up 0.1%), with Menifee up 1.8% and Ontario up 1.4%. DOF lists continued movement to the Inland Empire among the reasons Los Angeles County lost about 64,000 people. Their 928 ZIP codes sort to SCF ANAHEIM CA 928 alongside north Orange County rather than with the city of Riverside. Corona's five ZIP codes hold 76,135 households, and at 43% with children and 38% at $150,000 or more they lead the four city guides on both counts. Norco's 7.1% population drop in the DOF count came from a smaller prison population, which lives in group quarters rather than households, so the drop does not shrink its mailing universe much. Ontario, Rancho Cucamonga, Chino, Chino Hills, Upland and Montclair: 917 ZIP codes that sort to SCF INDUSTRY CA 917, about 31% of San Bernardino County households. Ontario grew 1.4% in a year, and Rancho Cucamonga (176,418 people) splits by ZIP code: 91730 is 48% owner-occupied on 37 city routes, while 91739 is 73% owner-occupied on 19 rural routes. San Bernardino Valley

San Bernardino's 924 ZIP codes and the 923 ZIP codes of Fontana, Rialto, Redlands, Highland, Loma Linda and Yucaipa. Letters and flats both sort to SCF SN BERNARDINO CA 923, so moving from a postcard to a flat does not change the sectional center. San Bernardino (222,292 people) and Fontana (219,774) are the county's two largest cities.

Victorville (139,680 people), Hesperia, Apple Valley, the mountain communities, Barstow and Needles, all 923 ZIP codes that sort to SCF SN BERNARDINO CA 923. San Bernardino County's ZIP code areas cover 8,320 square miles, about twice Riverside County's 4,128, much of it far from the urban cores, so count households by ZIP code or a drawn shape before settling on a quantity.

922 ZIP codes in both counties: the Coachella Valley, the Banning and Beaumont pass area and Blythe in Riverside County, and the Morongo Basin in San Bernardino County. USPS classes every carrier route in Murrieta's 92562 and 92563 as a rural route, although 92563 holds 1,016 households per square mile: the type describes how USPS delivers, not how built up the area is, so judge routes by their delivery counts. Temecula's 92590 stands out another way, with 2,251 business deliveries beside 2,265 residential ones on six routes, so a residential-only drop there reaches about half of its addresses.

An EDDM drop on all 131 carrier routes in Temecula and Murrieta's five ZIP codes reaches 91,867 residential deliveries with no list, and it cannot select owners, incomes, ages or names.
