Data engineering & multi-wave mail production
Ten lists mailed. Then the strategy changed.
Plavidian first produced ten household-priority lists for a statewide outreach program's initial mailings, working from instructions the client wrote in plain prose. When the strategy pivoted mid-campaign, Plavidian extended the program with Lists 11 through 36 and four B-version replacement files across three mailing waves, six creative versions, and recurring voted-record suppression, preserving household-level priority throughout.

The EDDM mailing reached the wrong city. The list missed thousands in the right one.
A client preparing a legally sensitive residential notice for one Southern California city had previously mailed through another mail house using EDDM, and a significant portion of that mailing landed in an adjacent city where the notice did not apply. Plavidian advised against EDDM, then found the second problem: the client's own lists were missing thousands of residents in apartments, condos, and other multi-unit properties. Plavidian rebuilt the universe to the individual unit level and validated every address against the legal city boundary: 26,662 unique residential delivery addresses, roughly 96.9% of the city's estimated housing units.

New district lines. Five counties. One number that had to be right.
When California adopted a new configuration for the 8th Congressional District under AB 604 and Proposition 50, a congressional office needed a defensible demographic profile of a district that crossed five counties, contained some cities in full, split others between districts, and included unincorporated communities that no city roster would surface. Plavidian reconciled the adopted GIS boundary, Census geography, redistricting data, and official jurisdiction reports into a verified profile: 760,066 residents, 595,508 of voting age, 513,705 citizen voting age, reconciled to the official control total with the source tables' two-person discrepancy disclosed rather than smoothed away.
