The Basics
What franked mail is
Franked mail is official mail sent by members of Congress under the franking privilege: the member's signature (the frank) takes the place of postage, and the cost is paid from official funds. It is governed by federal law and House and Senate franking rules, reviewed through the applicable franking commission or committee, and restricted to official business such as constituent updates, town hall notices, and casework communications. The mailer produces to those rules; the franking authority and approved content come from the office.
Producing it well is a production and postal-logistics discipline: variable district data, the franking indicia in place of postage, USPS Full-Service electronic documentation, and entry timed to the office's blackout and delivery windows.

Franked mail FAQs
Who can send franked mail?
Members of Congress and certain officers of the House and Senate, under the franking privilege, for official business only. Campaign and personal content are prohibited, and content review runs through the applicable franking commission or committee before mailing.
Does franked mail use a stamp or permit?
Neither. The member's frank (a printed signature block) takes the place of postage, and the office's official funds are charged for the mailing. We produce the frank to spec and prepare the mailing with USPS Full-Service electronic documentation.
Can you help with franking compliance?
We produce to Franking Commission and USPS requirements and build required elements into the layout, and we flag production-side compliance issues before anything prints. Content approval and franking authority stay with the office, which is how the rules assign them.
How is the mailing verified?
On camera-verified jobs every piece is read on the production line and reconciled to the district list, with diverts handled and documented. The office receives production documentation rather than assurances.
What about pre-election blackout windows?
