How does USPS sort mail across Southern California?

By the first three digits of the ZIP code, not by county. Every San Diego County ZIP code (919, 920 and 921) sorts to one sectional center facility, SCF SAN DIEGO CA 920, while Orange, Los Angeles, Riverside and San Bernardino counties each split across several, and some of those splits cross county lines.

That split decides which destination facilities a drop-shipped mailing needs, so we plan USPS entry from the ZIP codes on your list or routes before we quote. Within San Diego County, USPS names the Margaret L. Sellers Processing and Distribution Center in San Diego as its largest mail processing facility.

Where USPS lines and county lines part ways

Four of the five counties straddle more than one sectional center. The USPS labeling lists assign each 3-digit ZIP prefix to a sectional center, in one list for letters and another for flats, and the prefixes that share a sectional center form a sort group. Here is how each county's ZIP codes divide; household shares are Census ACS estimates summed by ZIP code area.

San Diego County: one sectional center: ZIP codes starting 919, 920 and 921 sort to SCF SAN DIEGO CA 920 for letters and flats alike, from Oceanside and Fallbrook to Chula Vista and El Cajon. A county-wide mailing is planned around one destination sectional center.
Orange County: Santa Ana, Anaheim and a northwest edge: ZIP codes starting 926 and 927 (Santa Ana, Irvine, Costa Mesa, Newport Beach, Mission Viejo, San Clemente) sort to SCF SANTA ANA CA 926, and 928 (Anaheim, Fullerton, Orange, Garden Grove, Yorba Linda) to SCF ANAHEIM CA 928. Buena Park, Cypress, La Habra, La Palma and Stanton have 906 ZIP codes, which sort to SCF INDUSTRY CA 917, and Los Alamitos and Seal Beach (907) sort to SCF LOS ANGELES CA 900.
Los Angeles County: four main sectional centers: Just over half of the county's households (53.6%) are in ZIP codes that sort to SCF LOS ANGELES CA 900, including the city core, the Westside, South Los Angeles, the South Bay and Long Beach. The San Fernando Valley, Glendale, Burbank, Pasadena, Arcadia and Santa Clarita (910 to 916, 26.5%) sort to SCF SANTA CLARITA CA 913; Whittier, Norwalk, the Pomona Valley and most of the San Gabriel Valley (906, 917 and 918, 16.2%) to SCF INDUSTRY CA 917; and Lancaster and Palmdale in the Antelope Valley (935, 3.6%) to SCF BAKERSFIELD CA 932.
Riverside County: letters and flats part ways: The 925 ZIP codes (Riverside, Moreno Valley, Perris, Hemet, Menifee, Temecula, Murrieta), with 59.2% of the county's households, sort letters to SCF MORENO VALLEY CA 925 but flats to SCF SN BERNARDINO CA 923. The Coachella Valley and the Banning and Beaumont pass area (922) sort to San Bernardino for letters and flats alike, so for flats, ZIP codes holding 87.8% of the county's households sort to San Bernardino. Corona, Norco and Eastvale (928) sort to Anaheim, and Jurupa Valley's 91752 to Industry.
San Bernardino County: the West End sorts to Industry: Ontario, Rancho Cucamonga, Chino, Chino Hills, Upland and Montclair (917), 30.7% of the county's households, sort to SCF INDUSTRY CA 917 with Pomona and most of the San Gabriel Valley. Almost all of the rest (922 to 924, 69.2%), from San Bernardino and Fontana to the Victor Valley and the Morongo Basin, sorts to SCF SN BERNARDINO CA 923, while the 935 ZIP codes around Trona, in the north of the county, sort to Bakersfield.

What changes for a mailer from county to county

The five counties differ in scale, in how many households own their homes, in household makeup and income, and in how dense their business base is. Population and city counts are California Department of Finance estimates for January 1, 2026; households, tenure, children, age and income are Census ACS 2019 to 2023 estimates summed over each county's ZIP code areas; business counts are 2024 BLS annual averages of private establishments.

Scale: Los Angeles County holds 3,389,778 households, more than San Diego (1,159,053), Orange (1,077,623) and Riverside (763,794) counties combined; San Bernardino County has 664,454. At that size, plan a Los Angeles County mailing by ZIP code or sort group rather than county-wide.
Where people live: San Diego County centers on one city: 1,419,531 of its 3,344,322 residents live in the City of San Diego, and 508,222 live in unincorporated communities such as Fallbrook, Valley Center and Ramona, where ZIP codes and carrier routes fit better than city limits. Orange County is the reverse: 34 cities, only 4.2% of residents in unincorporated areas, and no single center, with Anaheim, Irvine and Santa Ana each home to roughly one resident in ten. A version per city is a natural way to split an Orange County mailing.
Owners and renters: Los Angeles County is the only renter-majority county of the five: 54% of its households rent. Riverside County is the most owner-occupied at 69%, then San Bernardino (61%), Orange (56%) and San Diego (55%). Every Door Direct Mail (EDDM) goes to owners and renters alike, so an owner-only offer wastes the most pieces in Los Angeles County, where an addressed list with an owner select usually fits better.
Children, older householders and income: Households with children run highest inland: 40% in San Bernardino County and 38% in Riverside, against 33% in Orange and 31% in San Diego and Los Angeles. Orange County leads on income, with 37% of households at $150,000 or more, then San Diego (32%), Los Angeles (27%), Riverside (25%) and San Bernardino (21%). Householders 65 and older range from 22% in San Bernardino County to 27% in Riverside County, and the Mailing List Builder filters by each of them for any ZIP code, city or county.
Businesses: Orange County has more private business establishments than San Diego County with fewer residents: 146,958 against 131,066, or 46.5 per 1,000 residents against 39.2. Riverside (85,076) and San Bernardino (75,581) counties have about 34 per 1,000, so of these four counties, business-to-business mail finds its densest audience in Orange County, while household offers suit the Inland Empire.
Growth: Riverside County grew 0.4% in the year to January 1, 2026, the most of the five, while Los Angeles County lost 0.6%. Among the larger cities, Menifee in Riverside County grew 1.8% and Ontario in San Bernardino County 1.4%. The Department of Finance reports that the state's population gains were concentrated in the Central Valley and the Inland Empire, and a new-mover list, ordered fresh each month, reaches the households arriving there.

Distance from the Vista plant, and when it matters

Distance from Vista changes how you collect printed goods and review proofs, not how a mailing is planned. A Long Beach mailing is planned the same way as an Oceanside one: entered at our origin business mail entry unit or drop-shipped to the facilities that serve its ZIP codes, depending on where those ZIP codes sort and how many pieces go to each.

By road, Oceanside, San Marcos and Carlsbad are the nearest cities to the plant. Temecula and Murrieta in southwest Riverside County are a shorter drive than downtown San Diego, Mission Viejo in south Orange County is a little closer than Chula Vista, and Los Angeles, Santa Clarita and the Antelope Valley are farther than any of them.

That makes will-call pickup of commercial printing and an in-person proof review practical for businesses in North County and southwest Riverside County, and printed goods can be delivered locally around North County. Farther away, printed goods usually ship, and proofs are approved in your Plavidian account.

Order cutoffs are the same in every county: 9:00 AM Pacific for a 2-day rush on certain products, up to a set quantity, and 12:00 PM Pacific for every other turnaround, with production starting after proof approval. Current production windows are on the turnaround times page.

Where the letter and flat columns differ, USPS sorts letters and flats addressed to those ZIP codes at different sectional centers, so a flat mailing and a letter mailing to the same homes can enter at different facilities.

Questions about direct mail in Southern California

Does Plavidian mail to every county in Southern California?

Yes. From its plant in Vista, in North County San Diego, Plavidian serves organizations throughout California and nationwide, so a mailing can go to any Southern California county. Plavidian mails on its own USPS permits, so you do not need a permit of your own.

Mail is entered at Plavidian's origin business mail entry unit or drop-shipped to destination SCFs and DDUs, with eInduction for drop-shipped containers. Plavidian is a USPS Full-Service Certified Mail Service Provider.

Does postage cost more for Los Angeles or the Inland Empire because the plant is in Vista?

No. USPS prices commercial Marketing Mail and First-Class Mail by the piece's shape and weight, the sortation and, for Marketing Mail, the entry point, not by distance. Entering Marketing Mail at the destination SCF or delivery unit is priced lower than entering it at origin.

What distance does add is freight: mail we drop-ship travels by truck from Vista to each destination facility, and that freight is part of the entry plan we build before we quote. The EDDM Route Builder shows origin, SCF and DDU postage side by side for any carrier route.

Should a Southern California mailing use EDDM or a mailing list?

Use EDDM when every household on a set of carrier routes is the audience, and an addressed list when the offer is for owners, an income band, families or named businesses. EDDM cannot select by homeowner, income, age or name, and the homeowner gap matters most in Los Angeles County, where 54% of households rent, and least in Riverside County, where 69% own.

A list also reaches addresses EDDM cannot: six San Diego County ZIP codes, including Rancho Santa Fe's 92067, have no EDDM carrier routes.

What are Plavidian's EDDM rules?

Plavidian mails EDDM on its own permit through the business mail entry unit, so the USPS Retail limit of 5,000 pieces per ZIP code per day does not apply. The minimum is 200 pieces, and every piece must be flat-size: the EDDM Route Builder offers 6.5x9, 8.5x11 and 9x12.

A 4x6, 6x9 or 6x11 postcard is not an EDDM piece, so it mails to an addressed list instead. Carrier routes and their residential and business counts in the EDDM Route Builder come from the USPS EDDM route service, refreshed at least every two weeks.
