Property and casualty (P&C) agencies win households when coverage is re-shopped: a home purchase, a new car, a renewal with a higher premium, or a nonrenewal, which a California insurer must send at least 75 days before a homeowners policy expires (Insurance Code 678). A quoted prospect who stayed put comes back at the X-date, when that policy renews.
Medicare agents work fixed windows: the Initial Enrollment Period, from 3 months before Medicare starts to 3 months after; the fall Open Enrollment Period agents call AEP, October 15 to December 7; and Medicare Advantage Open Enrollment, January 1 to March 31 (Medicare.gov). Health agents have Covered California open enrollment, November 1 to January 31 (Covered California).
Client mail should round out each household with home, auto, umbrella and life, then keep it at every renewal. Weigh campaigns against the commission and retention in your own book, not a published response rate.

EDDM cannot select by age, ownership or income: it reaches every home on the routes you pick. The one Medicare case worth pricing is a 55-and-over community whose carrier routes stay inside it, where the Mailing List Builder shows most householders are 65 or older.
For Medicare, final expense and life leads. Business reply needs a USPS business reply permit, which carries an annual fee, and you pay First-Class postage plus a per-piece fee only on the cards that come back (DMM 505).

How much does insurance direct mail cost?
Insurance direct mail cost depends on the piece (a P&C postcard or a reply-card lead letter), the quantity, the list, the postage class and entry point, and how many drops the plan needs. The lead letter costs more per piece than the postcard, so price each on its own.
Quantity
Printing cost per piece falls as the run grows, so a county-wide AEP drop costs less per piece to print than a small birthday batch.

Your client file and X-date list need only processing; a licensed new-mover or consumer list adds its own cost.
Postage class and entry
Marketing Mail is priced below First-Class Mail (USPS Notice 123). First-Class is forwarded free to clients who moved, while Marketing Mail is forwarded only with an endorsement such as 'Forwarding Service Requested' and is otherwise discarded (DMM 507); destination entry can lower Marketing Mail postage (DMM 246).
Cadence
New-mover, turning-65 and birthday letters are separate monthly drops, each ordered on its own, and a drop needs 200 pieces or 50 pounds for Marketing Mail prices (DMM 243); AEP mail is one fall burst.
Printing can be paid by card. USPS postage is paid by check or wire, and mail is released once postage has cleared.

Count what each drop produces in your own systems: reply cards, calls, appointments, quotes and bound policies. Put a drop code on each reply card, give the mailing its own phone number or landing page, and compare new policies with the mailed list yourself. For client mail, leave a random slice of clients unmailed and compare renewals.

License number
A print ad distributed only in California must show your license number, at least 12-point and no smaller than any phone number, address or fax number on it. Insurance Code 1725.5
Insurer approval
Every agent ad for a life, disability or annuity policy needs the insurer's written approval before use; approving a Plavidian proof does not replace it. Insurance Code 787(i)
Life, disability and annuity ads
Lead cards aimed at people 65 and over must prominently disclose that an agent may contact the respondent. An ad for an event where insurance will be offered for sale, there or as a result, may call it a 'seminar', 'class', 'informational meeting' or a similar term only with 'and insurance sales presentation' right after, in the same type size and font. Ads may not use names or symbols so similar to a government agency's, a charity's, a veterans or senior group's or another insurer's that they could mislead. Insurance Code 787
Medicare plan marketing
Marketing for next year's plans may begin October 1; no meals for prospects, gifts only of nominal value, and no benefits advertised outside the service area. TPMO disclaimer
Under 42 CFR 422.2260, independent agents and brokers count as third-party marketing organizations (TPMOs); one who sells for more than one Medicare Advantage organization must print the CMS disclaimer on marketing materials, print included. CMS also prohibits ads that do not mention a specific plan name (CMS-4201-F). Use current wording at print time. 42 CFR 422.2267(e)(41)
Government look-alikes
Medicare, Social Security and CMS names, and look-alike Medicare or Social Security cards, may not be used in a way that suggests government approval, and a disclaimer does not cure it. Mail implying a government connection needs prescribed notices, including 'THIS IS NOT A GOVERNMENT DOCUMENT' on the envelope (39 U.S.C. 3001(h); B&P Code 17533.6). 42 U.S.C. 1320b-10

Use your own file for clients, X-dates and birthdays, and a licensed list for prospects: new homeowners for P&C, householders 65 and over for Medicare and final expense. Copy may not imply you know how anyone was selected, such as their age or a home purchase (data license terms).
Unless the order says otherwise, a licensed list is for one mailing, so a follow-up letter to the same names needs its own license.
Can I send Plavidian client files with health details?
Only with Plavidian's written approval and an agreement in place first: Plavidian's data policy requires both for protected health information, Social Security numbers and consumer-report data (data compliance). For a mailing, send names, addresses and only the fields the piece prints.
