Coverage
Built from parcel and address-point data
We start from address-point, parcel and USPS delivery data rather than a purchased marketing list, then fan multi-unit addresses out to individual units. A 40-unit building becomes 40 records, because that is what the notice requirement usually means.
Boundaries
The area the notice actually applies to
Addresses are geocoded and tested against the real boundary, whether that is a district, assessment area, city limit or a measured radius from a project site. Edge parcels are the ones that generate complaints, so they are the ones the geometry has to get right.
Verification
A record for every piece
Cameras read each finished piece against the record it was built from. The result is a reconciled count you can put in front of a board, a court or a regulator: records in, suppressions and why, pieces produced, pieces verified.

Where the coverage requirement comes from
- CEQA and land-use notices
- A measured radius from a project boundary, commonly 300 or 500 feet, applied to parcels rather than to a mailing list. The list is derived from geometry.
- Assessment and Proposition 218 notices
- Every affected parcel owner, on a statutory calendar, with a documented mailing. Under-coverage is a legal exposure, not a marketing miss.
- Utility and rate notices
- Service-area boundaries that rarely match city limits, and tenants who are not the account holder.
- School district and bond notices
- District boundaries plus residency, often with multilingual requirements.
- HOA and association notices
- Owners of record plus tenants where the governing documents require it.
- Legal notices from counsel
- Where the list has to survive a challenge, and the reconciliation matters more than the printing.

Notice coverage, rebuilt from the ground up
Municipal Unit-Level List Reconstruction is the direct precedent for this work: a notice that had missed apartment units inside the boundary and reached residents outside it, rebuilt from address-point and parcel data with multi-unit fan-out and boundary testing, then reconciled piece by piece. That is the standard a notice mailing should meet, and it is the reason "we mailed it" is not an adequate answer.

Frequently asked questions
What makes a public notice mailing different from marketing mail?
The standard of proof. Marketing mail is measured by response; a notice is measured by whether the required addresses were covered and whether that can be demonstrated afterwards.
Can you reconstruct an address list for a district?
Yes. We build coverage from address-point and parcel data and reconcile it against the boundary, which routinely surfaces addresses a purchased list does not contain.
Do you handle multi-unit buildings?
Yes. Multi-unit addresses are fanned out to individual units where the notice requires it, rather than mailed once to the building.
What documentation is returned?
Records submitted, suppressed records with reasons, pieces produced, piece-level verification results, USPS documentation and postage detail.
Can you meet a statutory mailing deadline?
Tell us the statutory date and we schedule backward from it through USPS entry, production and data preparation, and tell you the date the list has to be final.
How do you handle a 300-foot radius requirement?
The radius is measured from the project parcel boundary, not from a point, and applied to parcels that intersect it. Owner and occupant records are then derived from those parcels, which is what keeps edge parcels from being dropped or wrongly included.
Owners, occupants, or both?
Whichever the requirement names. Owner-of-record and occupant are different lists and frequently different people; we produce either or both and report them separately.
Can you certify what was mailed?
We return a reconciled record: records submitted, suppressed with reasons, produced, verified piece by piece, and the USPS documentation. Where an affidavit is required, that record is what it is built on.
What if the deadline is next week?
Tell us the date. Notice work is scheduled backward from the statutory date, and we will tell you plainly whether it is achievable before you commit.
