A municipal notice went out by EDDM and reached residents of an adjacent city while missing apartment units inside the boundary it was meant to cover. ZIP codes follow USPS delivery routes. They cross city limits, split districts, and change when USPS reorganizes carrier routes. Almost every coverage failure we are asked to fix started with someone selecting a ZIP code because it was the field available. Boundaries should be tested geographically, by geocoding each address and testing it against the actual polygon. That is how a notice reaches the parcels inside the line and skips the ones across the street.

Public agencies are usually subject to retention requirements the mail vendor never sees. We return the artifacts that matter: the mail file as submitted, the suppression report, the USPS documentation and postage statements, and the piece-level verification record when the job carries camera verification. All of it comes in formats that can be retained without the agency depending on our systems remaining available.

Language access requirements apply to the notice, not just to the website. Beyond producing multiple languages in one run, the practical questions are which records receive which language, whether a single household should receive both, and whether the language field in the agency data is trustworthy or needs to be derived.
