Voter files arrive as exports. Artwork arrives as PDFs. Proofs are reviewed and approved online. What matters is not how far the district is from the press, but whether one organization controls the data, the printing, the verification and the postal entry.

Southern California is served by several USPS processing facilities. Entering closer to the delivery area shortens the in-home window; for a Los Angeles district that usually means entering in Los Angeles rather than locally. The right answer depends on quantity, class and date, and it is a decision we make per mailing.

City council and school board races, county supervisorial and judicial contests, Assembly and Senate districts, congressional districts and ballot-measure committees. Small targeted universes and large multi-county programs use the same production controls.

After redistricting, a campaign needed a defensible count of the voters actually inside the new lines across five counties. Redistricting is exactly when a purchased list is least trustworthy, because the vendor boundary and the certified boundary have not converged yet.

For a San Diego County district, entering at the San Diego facility is usually shortest. For Los Angeles and Orange County districts, drop-shipping to a facility nearer the delivery area typically beats entering locally, even after the transport. For Riverside and San Bernardino, it depends heavily on quantity — below a certain volume the drop-ship does not pay for itself. This is a per-mailing calculation, not a policy, and it is one of the few decisions where being a production company rather than a broker changes the answer.

Campaign work routinely arrives with less time than anyone would choose. A clean file, approved artwork and a standard postcard can move from approval to entry in a small number of days; the variables that lengthen it are list problems, multiple versions requiring separate proofs, and finishing. What is not negotiable is USPS transit, which is why the schedule is built backward from the in-home date and the file deadline falls where it falls.

A large share of Southern California political work arrives through consultants and agencies rather than directly from the campaign. Broker mode produces under your brand: blind shipping, your name on proofs and reports, and no Plavidian branding on anything the end client sees.

Southern California is not one market. Entry facilities, district geography and the mix of races differ enough by county that the production plan differs with them.

The smallest race we produce for is a school board or water district seat mailing a couple of thousand households; the largest is a congressional campaign across multiple counties. City council, mayor, community college board, county supervisor, judicial, Assembly, State Senate, congressional and ballot measure committees all run through the same production controls. A down-ballot candidate gets the same list processing, the same piece-level verification and the same tracking as a federal race, because the consequence of a bad list is proportionally worse when the margin is 200 votes.

A campaign does not only mail. Yard signs, bumper stickers, door hangers, palm cards, walk pieces, push cards, banners and campaign apparel come off the same floor as the mail, on the same purchase order and the same schedule. That matters more than it sounds: when signs come from one vendor, shirts from another and mail from a third, the candidate is the one reconciling three delivery dates and three color interpretations of the same logo. We print the mail and the field material to the same artwork, so the door hanger a volunteer carries matches the postcard that arrived that morning.
